The PA Financing Project is a national project executed by the Ministry of Natural Resources and Environment and implemented by the Department of Wildlife and National Parks, Malaysia. It is supported by the United Nations Development Programme (UNDP) and funded by the Global Environment Facility (GEF). The project runs for six years and will conclude in 2019. The Project aims to establish a performance-based financing structure to support an effective protected area system in Malaysia. To achieve this, the project works at federal, state and site levels.
The project is assisting the federal government in establishing a National Protected Area Framework to strengthen the institutional capacities of PA management agencies and develop a sustainable financing system to support more effective protected area management nationwide.
State and regional level
With the governments of Perak, Johor, Pahang, Terengganu and Kelantan, the Johor National Parks Corporation and Perak State Parks Corporation, the project is working to enhance protected area management and provide training and capacity building opportunities for PA management personnel.
The project has three focal sites which are each areas of outstanding biological diversity.
Taman Negara National Park
Royal Belum State Park
Endau Rompin National Park
At these sites, the project will build capacity for effective management through the development and implementation of PA management plans and business plans, and invest in strengthening both individual and organizational capacities.
These protected areas comprise mostly undisturbed forest habitat which is known to support diverse flora and fauna including populations of threatened and endangered species. They also make a significant contribution to the nation in terms of ecosystem services and as ecotourism destinations. The main focus of the PA Financing Project at site-level will be on building capacity for effective management through the development and implementation of PA management plans and business plans. The project will also invest in initiatives to strengthen individual and organizational capacities.
